MOTION TO ENTER EXECUTIVE SESSION
OCTOBER 21, 2020
Move that the members of the School Board go into a closed session for the purposes which are set out in subsection (A) of section 2.2-3711 of the Virginia Freedom of Information Act, as amended for:
(a) Discussion or consideration of prospective candidates for employment, assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific officers, appointees, or employees of the Norfolk Public Schools, pursuant to subsection (1) of the above-cited Code section. The subject of this portion of the session is the discussion of today’s regular personnel agenda and the personnel review of the Office of Communications and Media Relations.
(b) Discussion or consideration of disciplinary and any other matters concerning students in Norfolk Public Schools that would involve the disclosure of information contained in a scholastic record pursuant to subsection (2) of the above-cited Code section. The subject of this section of the session is the discussion of today’s regular student support services agenda.
(c) Consultation with legal counsel and briefing by staff members concerning actual or probable litigation or specific legal matters requiring the provision of legal advice by counsel pursuant to subsections (7) and (8) of the above-cited Code section. The subjects of this section of the motion are the two set out in subsections (b) and (c) above.
A RESOLUTION CERTIFYING AN EXECUTIVE MEETING OF THE SCHOOL BOARD OF THE CITY OF NORFOLK IN ACCORDANCE WITH THE PROVISIONS OF THE VIRGINIA FREEDOM OF INFORMATION ACT.
WHEREAS, the School Board of the City of Norfolk has convened a closed meeting on this date pursuant to an affirmative recorded vote and in accordance with the provisions of The Virginia Freedom of Information Act; and
WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the School Board of the City of Norfolk that such closed meeting was conducted in conformity with Virginia law;
NOW, THEREFORE BE IT RESOLVED that the School Board of the City of Norfolk hereby certifies that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed, or considered by the School Board of the City of Norfolk.

Every year, the Va. School Boards Association recognizes School Boards and Superintendents for their VSBA Academy Awards based on their participation from July 1 to June 30 of each Academy year.

By the School Board of the City of Norfolk
In Honor of Dr. Anna G. Dodson
WHEREAS, the Norfolk City School Board and the broader Norfolk Public Schools community lost a valued community member and leader on Tuesday, August 4, 2020, with the passing of Dr. Anna G. Dodson;
WHEREAS, Dr. Anna Dodson was a tireless and outspoken advocate for strong public education and spent her entire career empowering young people;
WHEREAS, Dr. Dodson retired from Norfolk Public Schools after serving over forty years as a teacher, counselor, Supervisor of Elementary School Guidance Counselors, and the Director of Research, Testing, & Statistics;
WHEREAS, working with students brought her immense pleasure and satisfaction. She encouraged her students to dream big and to work hard to obtain their dreams and she inspired her staff and colleagues to strive to reach higher goals;
WHEREAS, during her tenure with Norfolk City Schools, Dr. Dodson developed and implemented several award winning programs, projects, research instruments, and documents. Notably, her “Career Poetry and Poster Contest” project was adopted by the National Vocational Guidance Association and became an annual nation-wide public school event.
WHEREAS, while serving as the Supervisor of Elementary School Guidance, Dr. Dodson was elected president of two state guidance associations and authored numerous professional articles that were published in professional peer-reviewed journals.
WHEREAS, Dr. Dodson served as a member and Vice-Chair of the Norfolk City School Board 1998-2006, served as[cg1] Chair of the Council of the Great City Schools, and served as [cg2] the Secretary of the Norfolk Public Schools Education Foundation;
WHEREAS, Dr. Dodson in 2005 [cg3] received the Green-Garner Award, the nation's highest urban education honor recognizing outstanding contributions in urban education from The Council of Great City Schools and received the Hampton Roads YWCA’s 2005 “Women of Distinction in Education Award;
WHEREAS, in 2006 Dr. Dodson received The CUBE Award for Excellence from the National School Boards Association, recognizing her collective efforts to bring forth excellence in school board governance; building civic capacity; closing the achievement gap—equity in education; and demonstrated success of academic excellence;
WHEREAS, Dr. Dodson's most cherished recognition was the naming in her honor the "Dodson Scholars" program, a program designed and established at Norview High School in 2000 for young African American men to enhance their ability to continue their studies in higher education;
WHEREAS, Dr. Dodson was instrumental in the publication of the book entitled, The History of Norfolk Public Schools 1681-2000.
WHEREAS, Dr. Dodson was much loved and respected by her family, friends, co-workers, and many students, both in Norfolk, the Commonwealth of Virginia, and around the United States; and;
WHEREAS, Dr. Dodson’s true legacy lies in the profound effect, she had on the countless men and women she taught, counseled, and mentored throughout her career; therefore, be it resolved that we:
1) Honor the memory of Dr. Anna G. Dodson, recognizing her remarkable achievements and gratefully acknowledges her many contributions to the profession of public education; and
2) Extends our sincerest condolences to her family and broader family at Norfolk Public Schools.
NOW, THEREFORE, BE IT RESOLVED, on October 21, 2020, that the School Board of the City of Norfolk hereby honors the life, legacy and contributions of Dr. Anna G. Dodson to the City of Norfolk, Norfolk Public Schools and society as a whole.
